
Roghudi Community Health Center: Completed and Inaugurated the First PNRR Project in the Cluster Managed by STI Engineering
On 25 May 2026, the new Community Health Center (Casa di Comunità) was officially inaugurated in Roghudi (Province of Reggio Calabria). The modern and functional healthcare facility was created through the redevelopment of a disused public building and is designed to strengthen local healthcare services for residents within the Reggio Calabria health district.
The project was developed under Italy’s National Recovery and Resilience Plan (PNRR), Mission 6 – Health, Component 1, “Community-based healthcare network, facilities, and telemedicine for local healthcare services.” This initiative promotes the creation of Community Health Centers as key hubs for integrated patient care and the enhancement of community-based healthcare.
A Building Returned to the Community
The project involved converting a former municipal school building—previously used as a kindergarten and left vacant for several years—into a new healthcare facility serving the local area.
The building, a reinforced concrete structure of approximately 775 square metres spread across three staggered levels, showed significant maintenance issues and required extensive functional, spatial, and systems upgrades to meet PNRR standards.
Despite the numerous challenges identified during the early design stages, the project was successfully completed, becoming the first facility within the cluster entrusted to STI Engineering to be finished and brought into operation.
Comprehensive Renovation and Accessibility
The intervention included a major transformation of the interior spaces through demolition and reconstruction works, refurbishment of finishes and flooring, installation of new suspended ceilings, replacement of windows and doors, and complete renewal of all technological systems.
Particular attention was paid to accessibility and inclusivity through the installation of a new internal staircase and a lifting platform for people with reduced mobility, ensuring full accessibility throughout the facility.
A Facility Supporting Community Healthcare
The new Community Health Center has been designed to accommodate two primary functional areas: primary care services and specialist outpatient services.
The facility includes:
Reception area and waiting room;
Single Access Point (Punto Unico di Accesso – PUA);
Blood collection room;
Medical consultation rooms;
Technical rooms;
Staff facilities, including changing rooms and storage areas.
The center represents an important healthcare hub for the area, helping to improve access to services and enhance the quality of care available to the local population.
STI Engineering’s Contribution
STI Engineering supported the project throughout all its key phases, providing:
Detailed design services;
Safety coordination during the design phase;
Construction supervision;
Safety coordination during the execution phase.
Construction supervision and safety coordination during execution were carried out from March 2025 to May 2026. During construction, a design variation became necessary to address unforeseen issues that emerged on site, including roof infiltration problems. At the same time, additional functional improvements were introduced to further enhance the building’s efficiency, safety, and long-term durability.
A Tangible Result for the Community
The inauguration ceremony was attended by representatives of the Reggio Calabria Local Health Authority (ASP), the Municipality of Roghudi, and the construction contractor.
The completion of the new Community Health Center marks an important milestone for the Calabria region and stands as a concrete example of public asset regeneration. It also highlights the value of PNRR investments in building a healthcare network that is closer to citizens and better equipped to meet the needs of local communities.
